Rooker arrested by Phoenix Police Department
PHOENIX – Phoenix Police Department and Arizona Registrar of Contractors conclude investigation leading to police arresting Stewart Rooker, 43 of Phoenix, on six counts, including Fraudulent Schemes and Contracting Without A License.
On Mon., Sept. 21, 2015, the Phoenix Police Department arrested Rooker near E. Union Hills Dr. and N. 21st St. in Phoenix on four counts of Contracting Without A License, one count of Fraudulent Schemes and one count of Fraudulent Use of a Credit Card.
According to the Phoenix Police Department’s Probable Cause Statement, beginning in Aug. 2015, five victims reported having engaged in contracts - resulting in abandonment – with Rooker, between June 18, 2015 and July 21, 2015, for a combined $40,320.47.
Victims reported the contracts involved extensive home remodeling jobs; including complete bathroom tear outs and remodels, tile work, plumbing, cabinet and kitchen reconstruction.
According to police records, these victims further reported Rooker received an initial cash payment, started work but then left the victims’ residences in uninhabitable disarrays.
According to the PC Statement, two disabled victims required extensive bathroom remodels, but were forced to live outside of their homes while repairs were made and the work was completed, after Rooker walked off of the job.
Rooker is known to both the Phoenix Police Department and the Arizona Registrar of Contractors.
At the time of arrest, Rooker was on Felony Release for allegations of Fraudulent Schemes and Theft, involving a different set of victims, stemming from an arrest in Aug. 2014. Rooker is set for sentencing at 8:30 am on Oct. 1, 2015 following a Plea Agreement/Change of Plea for the prior allegations, according to a court Minute Entry dated July 31, 2015.
Rooker is now being held not-bailable, according to the Final Release Order and Order Regarding Counsel dated Sept. 21, 2015, and appeared for a Status Conference Hearing on Sept. 28, 2015 at 8:30 a.m. A Preliminary Hearing is set for Oct. 1, 2015 at 8:45 a.m.
