Governor Doug Ducey announces staff changes
PHOENIX – Governor Doug Ducey recently announced several staffing changes in his administration.
Ted Vogt, chief of operations for the governor, will be leaving the administration later this month to pursue a new opportunity in the private sector. Prior to his appointment in January, Mr. Vogt handled operations on Governor Ducey’s transition team, served as director of the Arizona Department of Veterans Services from June 2013 through December 2014 and was a member of the Arizona House of Representatives from March 2010 through January 2013.
“Working for Governor Ducey and having a hand in getting his administration up and running has been a great honor,” Vogt said. “I’ve particularly enjoyed working so closely with his cabinet and agency directors. Thanks to the efforts of Governor Ducey and his team, Arizonans can continue to expect a more efficient, effective and responsible state government.”
“Ted was critical to the seamless and successful transition of this administration,” Governor Ducey said. “I thank him for the work he’s done to help streamline state government, and to help put in place a strong team to carry us forward. I wish him all the best.”
Replacing Mr. Vogt as chief of operations for Governor Ducey will be Henry Darwin, current director of the Arizona Department of Environmental Quality (ADEQ). To fill Mr. Darwin’s position, Governor Ducey is appointing ADEQ deputy director Misael Cabrera as director of that agency.
“Mr. Darwin has a strong record of success in operations and driving outcomes,” Governor Ducey said. “His leadership will be vital as we work every day to deliver results to the people of Arizona. The Arizona Department of Environmental Quality will be in great hands under the leadership of Mr. Cabrera, who brings both private and public sector experience to this critical role.”
The staffing transitions will take place by the end of August.
About Henry Darwin: Mr. Darwin was appointed ADEQ Director in February 2011 and since then has led the agency’s transformation. Highlights of the transformation include: reducing permitting timeframes for the most complex environmental permits by over 60%; doubling the number of State-led underground storage tank clean-ups; reducing vehicle emissions inspections fees by 25% (Maricopa County); helping customers return to compliance nearly 50% faster; and implementing over 150 employee-initiated improvement projects. He has done so with a budget and staffing that are 30% less than pre-recession levels.
Mr. Darwin has served the State of Arizona for 18 years, previously holding a variety of positions including ADEQ's Deputy Director and Administrative Counsel. A Yuma native, Mr. Darwin has a Bachelor of Science degree in engineering from the University of Arizona and a Juris Doctorate from Lewis & Clark College's Northwestern School of Law. He is a licensed attorney in Arizona.
About Misael Cabrera: Mr. Cabrera was selected as ADEQ's Deputy Director in November 2011. A registered professional engineer, Mr. Cabrera has over two decades of experience in the environmental field. His background includes: business (profit and loss) and organizational leadership, regulatory negotiations, contract management, site characterization and remediation, permitting, design and construction management.
Before joining ADEQ, Mr. Cabrera served in a variety of leadership roles in private sector engineering and environmental consulting firms. He served as a senior client leader Haley & Aldrich's Industrial Environmental practice in Phoenix. He led the environmental business unit for AMEC Earth & Environmental and managed the environmental business group for CH2MHILL in Tempe.
Mr. Cabrera has lived in Arizona since 1984 and received his Bachelor of Science degree in civil engineering from the University of Arizona.
Ducey also announced the appointment of Craig Brown as director of the Arizona Department of Administration (ADOA).
Mr. Brown is the proprietor of Procurement Advisors, a corporate firm based in Phoenix, where he has worked as an independent management consultant since 2011.
“Craig has built an impressive and reputable career around making companies more efficient, cost-effective and customer-oriented,” said Governor Ducey. “His private sector successes align with our administration’s goals of bringing state government into the 21st-century, ensuring we’re operating at the speed of business while delivering excellent service to the Arizona taxpayers. I’m pleased Craig will be bringing his experience and expertise to our administration as we continue to improve the way state government serves our citizens.”
Additionally, Mr. Brown has 29 years of supply chain and procurement experience at Intel, including serving for nine years at a vice president level. In this role, he managed a global organization of 2,300 employees across 23 countries. Among his achievements at Intel, Mr. Brown was responsible for transforming procurement by right-sizing staff while supporting a 10-15% increase in annual volumes, and was awarded various top-ranking Intel Individual Achievement and Group Quality Awards for his work.
Mr. Brown obtained a Bachelor of Arts in finance from Utah State University in 1982.
