A couple of years ago I visited a newly opened wine store serving a little food. Chatting with the owner he told me in took more than a year to get through the approval process in Carefree AZ. the problem of regulatory approval is everywhere, federal, state, county and city. The result is excess cost or even discouragement to continue the process. Again the large companies can afford the cost and pass it on to the consumer. Small and medium sized businesses are left out in the cold.
