Governor Ducey announces appointments to board of the Arizona Public Safety Personnel Retirement System

PHOENIX — Governor Doug Ducey has announced four appointments to the Arizona Public Safety Personnel Retirement System (PSPRS) board of trustees.

The appointments are as follows:

  • Ed McNeill, Statewide Police Organization. McNeill is currently an officer with the Arizona Department of Public Safety.
  • Brian Tobin, Statewide Association Representing Firefighters.
  • Don Smith, Statewide Association Representing Cities and Towns. Smith is the former chief executive officer of Copperpoint Insurance.
  • Dean Scheinert, Statewide Association Representing County Supervisors. Scheinert is a former senior vice president at JPMorgan Chase.

The governor transmitted these names to the Arizona State Senate on October 31, 2016.

“I’m proud to take another positive step forward in our pension reform efforts by appointing these individuals to the PSPRS board of trustees,” said Governor Ducey. “Our work to preserve our state’s public-safety pension system took a lot of time and energy, but it proves once again that Arizonans are capable of working across the aisle to solve important issues. I look forward to working with the board of trustees on our newer, stronger, and more sustainable pension system that will benefit hardworking taxpayers and the men and women who risk their lives to keep us safe every day.”

In February 2016, Governor Ducey signed Senate Bill 1428 into law. The long-awaited legislation, which passed with bipartisan support, reformed the state’s pension system for police and firefighters by lowering the financial burden on public employers and offering more predictability to taxpayers.

Voters overwhelmingly approved key elements of the legislation in May 2016 with the passage of Proposition 124.
